When you reach Level 8 in the Resort, you can make an expansion that will unlock the Fishery/Fishing College.  Your pier on Seaside will change, offering new Fishing gear as well as the old Rods.  You now will see new icons that represent the Floats and the Nets.

On Seaside, you will see the same pier until you tap on it to fish.  You then will be able to choose the new options if you wish.

It is in the Sea Resort, where the Fishing College is located, that you will see a larger menu.  You will be able  to learn Fishing Skills, much like the Research Laboratory options on the original farm.

Note that the pier on the Island still is of no use whatsoever.  It is the pier on the original Seaside Farm that gives you access to the expanded fishing.

There are three different Skills and it is the same procedure as you find in the Sea Resort Attractions in that each upgrade gives more Benefits.  There are three levels for each.

Skills are as follows:

Nutritional Feed

Nutritional Feed: Receive 30% additional fish for the first harvest
  Amount of Fish Harvest possible increases to 70 fish per day

  To unlock you will need the following:

20 Squid
20 Yellow Duck Water Floats
20 Goose Water Floats

To upgrade to the 2nd Level:

50 Snow Crab
50 Abalone
50 Surf Clam

You can skip these requirements by paying 6500 TC if you are so inclined.

Level 2 is the Maximum Level.

With Level 2, you receive:

40% additional fish for the 1st harvest
Amount of fish you can harvest per day increases to 80

Attractive Bait

Attractive Bait: You can use the Boost to catch the specific fish you need using the appropriate Fish Net

  To unlock, you will need the following:

50 Scallop Sashimi
50 Sea Grass
50 Squid

There are no upgrades.  This is the Maximum Level.

Alluring Net Skill

Alluring Net:

  Have 20% chance to catch one more fish than you would otherwise with Wooden Fishing Net
  Harvest increases to 7 fish with Twine Net
  Harvest increases to 15 fish with Panda Net
  Harvest increases to 24 fish with Manila Hemp Net

  To unlock Level 1, you will need the following:

Use Net to catch fish 20 times
20 Daffodil Lamp
20 Sea Urchin Sashimi

You cannot skip the requirement to use the Net 20 times.

  To unlock Level 2, you will need the following:

50 Mew Gull Feathers
50 Squid Sashimi
50 Lotus Lamps

At Level 2:

40% more chance to catch one more fish than normal with Wooden Fishing Net
 With Twine Net 8 fish
 With Panda Net 17 fish
 With Manila Hemp Net 27 fish

Level 2 of Alluring Net is maximum Level

Floats and Nets are linked to existing Fishing Rods and Hooks.  If you purchased all the Rods originally, the only one you will lack is the Manila Hemp Net costing 20 RC.

THE SKILLS DO AFFECT YOUR RESULTS IF YOU USE A FLOAT AND NET.  THIS IS ANOTHER SITUATION, LIKE THE SEA RESORT ATTRACTIONS WHERE THE ORDER IN WHICH YOU PERFORM TASKS AND YOUR TIMING CAN BE SIGNIFICANT.

For example, the Nutritional Feed Skill affects only the FIRST HARVEST of the day.  It will give you 30% more items for your FIRST harvest of the day only if not upgraded and if upgraded, 40% more.  So you need to choose your first cast of a Net and use of a Float each day carefully to maximum your benefit.

The Boost given by the Attractive Bait Skill can allow you to catch a fair number of a specific item. This can be more useful now than ever with all of the Shops in the Sea Resort as well as seafood items required for Sashimi and Sea Resort upgrades and expansions.  You can use this again and again throughout the day, although a cast with the best Net, the Manila Hemp Net takes 6 hours to complete.

N.B.  I have listed the amount of Bait required for each Float and Net as well as the time required and number of fish you will catch.  Unfortunately, I obtained the Fishing Skills and upgrades BEFORE I logged some of this information, so in some cases, you will see the number of fish WITH the Fishing Skill.

If you tap on the little 'i' (Information icon) next to any Float, you will see a list of all the items that you can catch using that Float.

Float Boost

BOOST IS AVAILABLE ONLY FOR RODS AND FLOATS.  IT APPEARS THAT THE FLOAT GOES INTO THE NET... TAP ON THE FLOAT AND CHOOSE 'BOOST' FOR ANY ITEM THAT CAN BE CAUGHT USING THAT FLOAT.  THE FLOAT DETERMINES THE LIST OF ITEMS THAT CAN BE CAUGHT.  THE NET DETERMINES QUANTITY.

Furthermore, I believe the Float Boost is linked to the Attractive Bait Skill so if you do not unlock that, you will not be able to use it with the Floats.  You still can use Boost with the Rods with ordinary bait, no matter what!

One catch:  you need to use the fish bait dishes made in the Kitchen if you wish to use the Boost with any Float.  I have given all those recipes at the end of this post but here are the ones you need:

With the Panda Net and Purple Float my first harvest was as follows:

With Panda Net and  Purple Float, using Boost, received 24 Bags of Sand.  

With Manila Hemp and Squid Net Float,  38 Yellow Croaker

With Manila Hemp Net, Squid Net Float, no boost, 10 Giant Tiger Prawn, 6 Saury, 11 Codfish, 4 Tuna,  3 Abalone, 2 Broken Canvas, 1 Snow Crab, 1 Surf Clam
