As with most of the time-restricted Quests, this one operates as two separate Missions. One is a Collection Mission and the other is a traditional Quest sequence named 'Peter Pan'. In this instance, it is the Collections Mission that carries the more significant Reward in the form of a Collectable Herb Garden that can be harvested every 4 hours.

Stretegies for Mission

This is a difficult, time-consuming Mission without any real shortcuts. You will need the Herb Garden from the Collections Mission in order to produce the Herbs needed in a couple of required Recipes. It therefore makes sense to complete the Collections Mission FIRST, so that the Herb Garden can be placed to begin producing 1 Herb every 4 hours. So far, there is no Herb Garden for sale in the Market, which means that you must wait for your own Herb Garden to produce the 8 Herbs required for Part IV. You will need the Bird Bath, the other Reward for the Collections Mission, in Part IV of Peter Pan as well.
The Herb Garden is a 'Collectable', which means that you cannot speed up the process of harvest. You will receive 1 Herb maximum every 4 hours. 'Maximum' in the sense that you actually must harvest the Herb Garden if you wish to receive the Herbs at this rate. You need 8 Herbs for Peter Pan IV. You can use RC either to 'skip' the step or to purchase Herbs to use in the Kitchen. I would recommend that the Farmer purchase the actual Herbs needed to complete the 8 Herb Cheeses as these will be used in a later step as an ingredient in another Recipe. If you choose to 'skip' the step, you will not have the required Herb Cheeses needed for Peter Pan VIII.
In Peter Pan VI, you will need 5 more Herbs to make Potatoes with Fresh Herbs, an ingredient in Fish and Potatoes. In Peter Pan VIII, you will need 10 Herb Cheeses to make Cheese Beef Sandwiches. With the 8 Herb Cheeses from Peter Pan IV, you will still need two more Herbs to make a total of 10 Herb Cheeses.
In other words, to complete the Peter Pan Quest, you will need a total of 15 Herbs. If you never miss a moment in the game, you will be able to collect a maximum of 6 Herbs in a 24 hour period and thus, 15 Herbs in 2 1/2 Days or 60 Hours. The alternative is to spend 1 RC for each Herb that you have not been able to collect.
Items that need to be produced in quantity in order to complete Peter Pan include Beef. You will need an incredible amount of Beef to complete Peter Pan. You will need 60 Beef for Part V and 50 Beef for Part VI of Peter Pan. You will need 20 more Beef for Part IX.
Soft Dough can be produced in advance for the Dumplings used in the Dumpling Soup. You will need a total of 60 Cornmeal for Corn Bread, so produce that in your Kitchen when you can.
There are Fish that must be caught in order to complete Peter Pan. Fishing is random, even though the Hook determines the range of Fish and Items you CAN catch in any cast. You will need to catch three Butterfish for Part III but you will need a total of 5 Butterfish, 8 Tilapia and 10 Seaweed to complete required Recipes. Fishing, like cooking in the Kitchen, is limited by the number of 'tries' that you are allowed at any point in time. You can purchase more with RC but it is far better to wait until enough time elapses to refill your allotment. In the case of Peter Pan III, you must catch 3 Butterfish as part of the Quest. In the case of the Tilapia and Seaweed, however, they simply are required ingredients in Quest Recipes. You therefore may wish to spend time fishing for them BEFORE you reach the point in the Mission where they are needed if you do not have sufficient quantities of each in your Barn.
Once again, I see that using any Fish or seafood items that are ingredients in Kitchen Recipes if not required for a Mission/Quest or Daily Order is counterproductive. I processed all my Seaweed in the Seafood House recently to make Brined Seaweed. This obviously was a tactical error on my part as now I do not have 10 Seaweed in my Barn. 10 unprocessed raw Seaweed are required to make the Egg Soup that is an ingrredient in the Dumpling Soup required in Peter Pan IX. As previously stated, fishing results ALWAYS are random, apart from the limitations in type imposed by the hook that you use. When fishing with the sort of hook that CAN catch Seaweed, for example, you may or may not obtain ANY Seaweed in the 7 attempts you are given by the game. I spent a few hours trying to catch the 3 Butterfish required in Peter Pan III in vain before I finally used RC to skip the requirement for the number I lacked.
